Description: CJS is a subcontractor to General Dynamic Information Technology (formerly Anteon Corporation). CJS provides a Sr. Environmental Technician to assist with Fort Irwin’s various environmental programs, including Sustainability, Renewable Resources, and Environmental Management System (EMS) to meet ISO 14001 standards.

This project includes all research, document review, program development, public outreach, and conference planning and coordination.


Client: Naval Weapons Seal Beach
Project Name: Hazardous Waste Safety and Compliance Survey
Project Value: $19,812.00

Description: CJS is a subcontractor to General Dynamic Information Technology (formerly Anteon Corporation). CJS provides a Sr. Compliance Specialist to conduct hazardous waste safety and compliance audits at all hazardous waste generating facilities at NWS Seal Beach, Fallbrook, and Corona. A final report itemizing areas of non-compliance and recommendations were provided. A second task has been issued to conduct an efficiency study and identify training requirements based on the previous hazardous waste audits.

Project Name: Long Term Ecosystem Monitoring
Project Value: $149,487.00

Description: The project consists of bird point counts at 75 point locations or similar effort establishing of new point count transects along roads with Station representative approval, small mammal trapping arrays at 16 locations, pit fall trap arrays for reptiles and amphibians at 16 locations, bat surveys at 16 locations, and spotlight surveys along 4 established routes for collecting data on deer and other nocturnal mammals.

This project includes all document review, field investigations, appropriate Global Positioning System (GPS) mapping, Geographic Information System (GIS) coverage and database development in accordance with Station requirements, statistical analysis, ecological examination, and report preparation necessary to complete LTEM surveys on Station.

Project Summary: Project scheduled to begin in August 2008 and last for two years.


Client: Bureau of Land Management (BLM)
Project Name: Sediment Cleanout for Asbestos and Mercury
Project Value: $28,635.92

Description: This contract consisted of two projects. One area is one large abandoned asbestos mine, which is an EPA Superfund site (Atlas Asbestos mine). The second area has sediments with trace amounts of mercury. BLM is responsible for maintenance and repair of sediment storage areas and ponds.

Project Summary: CJS was a subcontractor to MJ Avila Construction. We conducted a 40-HR HAZWOPER training to certify MJ Avila personnel to work in a asbestos and mercury contaminated area. CJS also provided a Registered Geologist/Certified Industrial Hygienist to monitor the sediment removal process.

Client: Carpinteria Unified School District
Project Name: Storm Water Management Program (Industrial and Municipal Permits)
Project Value: $88,000

Description: Develop and implement a Storm Water Pollution Prevention Plan (SWPPP) and Storm Water Management Program (SWMP).

Project Summary: CJS was the first to develop a SWMP for a non-traditional MS4 that was accepted and approved by the State Water Quality Control Board. CJS is providing the implementation, training, and management of the program on behalf of the school district.


Client: Lompoc Unified School District
Project Name: Mercury Decontamination of Three Classrooms
Project Value: $102,000

Description: Full decontamination of three classrooms exposed to elemental mercury.

Project Summary: CJS provided the resources and managed the complete mercury decontamination of three classrooms. CJS interfaced with client and regulatory officials on a daily basis to ensure all regulatory requirements were followed and met. The project was completed within the short period of time available before the classrooms were needed for school to begin.

Project Name: Remediation Project Review and Site Closure Support
Project Value: $19,700

Description: Review project documentations to determine project history and viability of technology being used to obtain site cleanup and closure. This project is on-going.

Project Summary: CJS and its subcontractor, Rincon Consultants, assisted the District in determining the history of the project and analyzing the effectiveness of the technology being used in its attempt to obtain site cleanup and eventual closure. CJS is attempting to

Project Name: Aboveground Storage Tank (AST) Installation and Underground Storage Tank (UST) Removal Project Management
Project Value: $13,000

Description: Plan, develop specifications, implement, coordinate, and supervise the installation of an Aboveground Storage Tank (AST) remediation of three contaminated sites and obtain closure from local regulatory agency.

Project Summary: CJS was able to bring many of the issues to closure. CJS coordinated all activities between client and third party general contractors, and liaisoned on behalf of the client with and state local regulators. CJS reviewed invoices from the prior consultant and was able to identify errors and/or irregularities that reduced the overall amount by 25%. CJS will collect, consolidate, and submit all documentation pertaining to these closures for reimbursement by the State Underground Storage Tank Fund.


Client: Santa Barbara County Education Office
Project Name: Small Municipal Storm Water Permitting Compliance Services
Project Value: $56,000

Description: Develop, implement, and manage Storm Water Management Programs (SWMP) for various school districts.

Project Summary: CJS Environmental Engineers conducted surveys at the various school facilities them developed unique Storm Water Management Programs (SWMP) for each school district. CJS trained district employees on how to perform and document the various Best Management Practices (BMPs) selected for each of the six minimum control measured, as well as assist with the monitoring and reporting requirements.

Description: Develop, implement, and manage Storm Water Pollution Prevention Plans for various school districts with Transportation Functions.

Project Summary: CJS Environmental Engineers conducted surveys at the various district transportation facilities them developed a unique Storm Water Pollution Prevention Plan for each facility. CJS trained district employees on how to perform and document visual observation, how to collect and document water samples, how to conduct Annual Compliance Surveys, and how to prepare Annual Reports.

Project Name: Contaminated Soil Remediation and Closure of Three Sites
Project Value: $1,350,000

Description: Plan, implement, coordinate, and supervise the remediation of three contaminated sites and obtain closure from local regulatory agency.

Project Summary: CJS, and its subcontractor, Rincon Consultants, were able to bring many of the issues to closure. Project is still on-going waiting for biodegradation to reduce remaining contamination to acceptable levels for closure. CJS took over all project management responsibilities, relieving the client of the burden and expense. CJS coordinated all activities between client and third party general contractors, and liaison on behalf of the client with and state local regulators. CJS reviewed invoices from the prior consultant and was able to identify errors and/or irregularities that reduced the overall amount by 25%. CJS will collect, consolidate, and submit all documentation pertaining to these closures for reimbursement by the State Underground Storage Tank Fund.


Client: Santa Barbara City College
Project Name: Environmental Health and Safety Compliance Coordinator
Project Value: $56,000

Description: Provide on-site support services to ensure compliance with EPA and OSHA regulations. Developed, implemented, and coordinated all training requirements for client personnel.

Project Summary: Prior to this program, the client did not have a dedicated Safety Officer to management all the environmental and health and safety programs required by CAL-EPA and OSHA. CJS is filling this role for the client and is responsible for the following duties:

  • Review all aspects of the District’s and individual department’s chemical and product safety, storage and use.
  • Inspect MSDS records maintenance, posting and retention
  • Inspect & audit departmental training records in areas of hazard communication, chemical hygiene, lab safety, hazardous materials handling.
  • Provide ongoing Cal OSHA compliant employee training and refresher training to affected departments.
  • Update District’s Hazardous Materials Business Plan
  • Respond to questions from department regarding new processes, procedures.
  • Maintain liaison with departments
  • Assist Facilities & Operations Maintenance Supervisor with hazardous waste records

The client now has a centralized program for the management and compliance of client’s health and safety issues. This program saved client the cost of hiring a full-time equivalent and access to unique expertise on an as-needed basis.


Client: Las Virgenes Unified School District
Project Name: EPA/OSHA Compliance
Project Value: $97,200

Description: Assisted client to prepare and carry out corrective actions to Notice of Violations and Order to Comply from local Hazardous Materials. CJS developed and implemented programs to assist the client to maintain EPA/OSHA compliance for two of their high schools. Audited clients other facilities to ensure compliance prior to their inspection. Project was completed ahead of schedule and below budget.

Project Summary: CJS reviewed all Notice of Violations and prioritized which ones needed immediate actions versus delayed actions. For each violation, CJS developed a corrective action along with the timeline and estimated cost for each action. CJS reviewed the proposed corrective actions with the client, then obtained concurrence from the Hazardous Materials Inspector before implementation. CJS mobilized a crew within two (2) days to begin the initial sorting and centralization of all hazardous materials on the campus. Excess scrap was removed for recycling, and contaminated areas were steamed cleaned and rinseate collected and disposed of as hazardous waste. CJS ordered all necessary environmental and safety supplies (signs, eye-washes, spill kits, secondary containment pallets, drums, etc) and the transportation and disposal of hazardous waste at a 15% discount for the client. CJS took over all interface with the Hazardous Materials Inspector and the Fire Department Inspector. CJS developed and implemented a Hazardous Communication program for the client and train and document all employees receiving the training. CJS performed pre-inspection surveys at the client’s other school sites to identify potential violations and take correction actions prior to the Hazardous Materials Inspector’s visit.

Description: Design and develop databases for tracking landfill usage, and generate daily, weekly, monthly, and quarterly summary reports. This is a five year effort.

Project Summary: CJS is a subcontractor to SRS Technologies to design and an upgrade to the existing Landfill Tracking Database to incorporate additional data capture and reporting features.


Client: Kern High School District
Project Name: Internet Interactive Chemical Inventory Management System
Project Value: $43,282

Description: Conduct chemical barcode inventory and chemical safety survey of fourteen (14) high schools and place the data on an interactive web database.

Project Summary: CJS Field Chemists and Field Technicians conducted chemicals safety surveys at each of the high schools, followed by a chemical inventory using bar-code technology. A web interactive database was developed to the client’s specifications and their personnel trained on the proper use of the system.


Client: Pleasant Valley School District
Project Name: On-Line School Supply Requisition and Ordering System
Project Value: $4,600.00

Description: Develop an on-line supply requisition, ordering, and tracking system for the eight schools and district offices.

Project Summary: CJS created an e-commerce website to allow each of the client sites to access the district supply catalog, enter the supplies and quantities they wanted, assign a tracking number, and track the process to final delivery of the supplies to the requestor.

Description: Assist CSFE to develop their NKO portal. Convert existing “Instructor Led” courses into web-based courses. Develop new web-based courses.

Project Summary: CJS is a subcontractor to Science Applications International Corporation (SAIC) to assist CSFE in creating their portal to the Navy Knowledge Online. CJS provides a senior web designer to develop the web portal and assist with the development of web-based training courses. This is a first of a potentially five year contract.
